I've been shot down by paypal three times. All for the same reason - suspicious activity. If you dig deeper this includes MLM, ponzi shcemes, etc.
To get around this, I've had to take new credit cards, use friends address for business, and a few other tricks. What it boils down to, is that if they don't like what's on your site when you register your business paypal account they'll close it. Then you're done with paypal.
What I've found is that if your site talks about making money, they get scared and shut you off. They just closed my most recent business account, tied to a business checking. But, they've kept my personal account open.

Maybe someone on the forum can help you and your particular situation. I just stick with my merchant account.
