Read Peter Bowerman's book The Well-Fed Writer to get ideas on this. He started his copywriting business by doing cold calls in which his goal was to set up a meeting. One-third of the time, he would walk out of a meeting with an assignment. His business was off and running in no time.
And mind you, he had no copywriting experience at this time - only sales experience.
